You may wish to use refreshConnection(targetPeerId , iceRestart=false , options , callback) and pass options.bandwidth with the bandwidth value that you wish to set.

This will trigger a restart for either a particular peer in the room (if you provide the targetPeerId) or for all peers in the room (if you do not provide the targetPeerId) with the new bandwidth settings.
