Yes. The Temasys WebRTC plugin should be able to connect you through TCP. Please note that it will be subject to the performance limitations that come with the protocol.

Please also note that you need to be able to generate non-host TCP candidates which will depend on your STUN/TURN server and, depending on your proxy settings, you may need to use the the HTTP/S Proxy Feature offered by the Temasys commercial plugin.
